SPD Sets Policy Priorities for Bremen's Second Half of Legislative Term

28-09-2025

The Bremen SPD has laid out its political and personnel roadmap for the remaining year and a half of its legislative term, with a clear focus on education equity, public safety, affordable housing, and economic strengthening. At a party conference, delegates approved both the substantive policy directions and key personnel changes that will guide the state government's work until the next state parliament election in spring 2027.

Bremen's Mayor and Senate President Andreas Bovenschulte emphasized the need for policies that deliver concrete improvements for citizens. "We need to build more, faster, and more cost-effectively," the SPD leader stated in his address to party members. He also highlighted the necessity for further developments in childcare and improved safety in neighborhoods, positioning these as central to the party's agenda for the term's second half.

In a significant personnel move, the party nominated Berlin education expert Mark Rackles as the new Senator for Children and Education. The 59-year-old SPD politician received overwhelming support from delegates, securing 92.5 percent of the votes. Rackles is slated to succeed outgoing Education Senator Sascha Karolin Aulepp, who announced her departure from the position several weeks ago.

Rackles brings substantial educational administration experience to the role, having served as State Secretary for Education in the Berlin Senate from 2011 to 2019, where he shared responsibility for more than 30,000 teachers. His background includes leadership roles as head of the Berlin School Construction Task Force and chairman of the Institute for School Quality in Berlin and Brandenburg. The nomination requires formal approval by the Bremen Parliament, scheduled for October, after which the Senate will officially appoint him to lead the education department.
